WASHINGTON — Republican presidential hopefuls Rudy Giuliani and Mitt Romney are tussling for the title of "strongest fiscal conservative" as they seek to portray themselves as tax-cutting, bureaucracy-slaying champions of small government.
The candidate who wins the moniker could get a big boost from voters in the GOP primary battle, political observers say.
"It's a unifying issue among Republicans," said Jack Pitney, a political science professor at Claremont McKenna College in Southern California. "Republicans disagree on social issues, but you'll get a lot less of a family feud when it comes to basic economic principles. The social conservatives like it, the libertarians like it, and your old-fashioned Main Street Republicans like it. It's one of the safest things you can do."

Rudy Giuliani vows to push for tax cuts
MANCHESTER, New Hampshire: A Democratic president would raise taxes and ravage the US economy, Republican presidential primary candidate Rudy Giuliani said yesterday.
The former New York City mayor said he would lower taxes, make permanent President George W Bush's tax cuts and eliminate inheritance taxes.
He criticised Democrats who want to repeal Bush's cuts.
"When it's working, let's change it. That's a brilliant philosophy. It sounds little bit like Iraq," Giuliani said at a town hall meeting.
The cornerstone of Giuliani's campaign has been tax cuts, greater freedom over spending and less government. He said Americans would face a $3 trillion tax increase over the next decade unless Bush's tax cuts are made permanent.

The car bomb scare in London and the attack Saturday at the Glasgow airport underscore the need for secure borders for the United States, Republican presidential hopeful Rudy Giuliani said Saturday.
"This is the United Kingdom," he said. "They have security that is at least equal to ours; they have intelligence services that have even had more experience with terrorism than ours has, you know, they have to be subjected to this. We're in an era in which we need to know everyone who's in the United States."

Rudy won't ax scandal priest
Rudy Giuliani plans to keep a priest, suspended by the church in a child sex scandal, on his payroll, his spokeswoman said yesterday.
The Republican presidential candidate's show of loyalty to his childhood friend came in the face of a call from the Survivors Network of Those Abused by Priests for Giuliani to fire Msgr. Alan Placa from his security consulting business.

RUDY SIDESTEPS 'NO TAX' PLEDGE
June 2, 2007 -- Rudy Giuliani - who touts his record as a tax cutter on the campaign trail - has refused to sign a pledge not to raise taxes if elected president, The Post has learned.
The conservative group Americans for Tax Reform has asked all 10 Republican presidential candidate to sign the vow.
Seven have signed the "Taxpayer Protection Pledge" - including former Massachusetts Gov. Mitt Romney, who is running well in the early primary-voting states of Iowa and New Hampshire.

Can Giuliani overcome abortion stand?
WASHINGTON - Republican presidential candidate Rudy Giuliani may be able to overcome his support for abortion rights with primary voters who oppose abortion, GOP lawmakers said Sunday.
"I think it's an uphill fight on that issue," House Minority Leader John Boehner , R-Ohio, said. "But I think a lot of Republican voters see Rudy Giuliani as competent and able to do the job."

CBS) COLUMBIA, S.C. Republican presidential candidate Rudy Giuliani on Thursday defended his record favoring the use of public money for abortions, saying he wouldn't try to undo a Supreme Court ruling allowing the procedures.
"Ultimately I believe it's an individual right and a woman should make that choice," the former New York mayor said during a Statehouse news conference where he picked up three endorsements.

Republican presidential candidate Rudy Giuliani, in a Bay Area campaign appearance Friday, said he's not a perfect person and asked voters to judge his private life in the context of his performance as mayor of New York.
"I was able to handle the worst attack in the history of our country, while all these things the press is caring about were going on," Giuliani said, when asked how conservative voters might judge his personal conduct. "So I think when people look at it fairly, they will see it has nothing to do with job performance."

Firefighters union assails Giuliani
WASHINGTON (AP) -- One of the nation's largest firefighters' unions has accused Republican presidential contender Rudy Giuliani, the former New York City mayor, of committing "egregious acts" against firefighters who died in the September 11 terrorist attacks.
In a letter to its members Friday, the International Association of Fire Fighters excoriated Giuliani for his November 2001 decision to cut back the number of firefighters searching the rubble of Ground Zero for the remains of some 300 fallen comrades.

Giuliani up 25 points over McCain: poll
WASHINGTON (Reuters) - Republican presidential hopeful Rudolph Giuliani, virtually tied with John McCain in a January poll, held a 25-point lead over the Arizona senator in a Newsweek magazine survey released on Saturday.
Among registered Republicans, 59 percent said they backed the former New York City mayor and 34 percent said they favored McCain, who announced on Wednesday he would seek the presidency in 2008, Newsweek said.
"Most registered Republicans are not familiar with Giuliani's positions on key social issues," the magazine said, listing his support for abortion rights and gun control as examples.

Giuliani: 'Good Chance' I'll Run in '08

COLUMBIA, S.C. (AP) - He keeps an itinerary that has all the makings of a full-fledged presidential candidate: South Carolina this weekend, New Hampshire the one before.
Which is what Rudy Giuliani, the former New York City mayor, says he's leaning toward becoming.
"There's a real good chance," Giuliani told The Associated Press on Saturday, after a 30-minute speech and question-and-answer session with party leaders in South Carolina. In a year, they will put on the first-in-the-South GOP presidential primary.

Rudolph W. Giuliani, who developed a national reputation for decisive and reassuring leadership after 9/11, now faces the odd challenge of having to reassure some supporters that he can be decisive about a very different issue: running for president.
Even as his fellow Republican John McCain and fellow New Yorker Hillary Rodham Clinton have all but formally declared their candidacies, Mr. Giuliani has proceeded more cautiously.
Since last month, he has formed an exploratory committee, more aggressively recruited a campaign staff and moved to divest himself of one of his companies. And he is now visiting New Hampshire, home to the first primary, for the second time in three months. But he has studiously avoided making a public commitment to run.

Hillary Clinton is the clear front-runner to win the Democratic party's nomination for President in 2008, but the Republican race will be a close contest between Senator John McCain and former New York mayor Rudy
Giuliani — with McCain edging Giuliani by a three- to four-point margin. And a presidential face-off between Clinton and McCain, right now, would be close to a dead heat. Those are some of the key findings of a new TIME poll earlier this week that canvassed a random sample of 1,064 registered voters by phone.
Despite the buzz generated by Senator Barack Obama entering the race, the survey found that Senator Clinton would beat him for the Democratic nomination by a margin of 40% to 21%. Senator John Edwards is a distant third with 11%. Obama clearly suffers a disadvantage in profile among likely voters, with only 51% indicating that they knew enough about him to form an opinion, compared with 94% saying the same of Hillary Clinton. In Obama's favor, however, is his far lower negative ratings. While 58% of voters familiar with Hillary Clinton have a positive view of her, 41% give her negative marks, for a net favorability score of +17. By contrast, Obama's net favorability score is +47. On the Republican side, Giuliani has a net favorability rating of +68, with only 14% having a negative view of him. McCain's net favorability score is +45.
